NEW  The paper by the International Sailing Federation (ISAF) and the International Association of Institutes of Navigation (IAIN) submitted in response to the Italian proposal for a review of the COLREGs regarding the right of way of vessels over pleasure craft is now available. Whilst supporting any practical initiative to help prevent accidents at sea, the authors strongly recommend that the case set out by Italy does not justify the suggested changes to COLREGs and could cause confusion and a reduction in safety.

History of the EBA

Founded in 1982, the EBA aims to ensure boat users are informed and consulted about EU legislation and to make their views known to relevant European Institutions. The EBA works on a wide range of issues that impact upon boating within Europe and when necessary make appropriate proposals to national and European governmental organisations. Our work embraces environmental, technical and regulatory issues together with specific projects such as the promotion of the International Certificate for the Operation of a pleasure craft and the representation of leisure boating interests on the inland waterways of Europe to the European Commission, UN/ECE Inland Transport Committee and more recently RAINWAT. A Key element of our future work will be to play a pivotal role in contributing to the European Commission’s proposals for an all embracing maritime policy, a marine thematic strategy, a Water Framework Directive and River Basin Management Planning.

As an association that counts over 30 national federations in its membership which together represent the interests of more than 20 million active participants, the EBA is a powerful voice for all leisure boat users in Europe. The guiding aim of the EBA is to promote leisure boating throughout Europe and keep rules, regulations or restrictions to the minimum, in doing so looking after the interests of everyone that takes part in one of Europe’s most popular outdoor leisure pursuits. Henceforth we also aim to ensure that recreational boating is at the forefront of the development of a number of European policies.

The EBA now publishes a newsletter covering the general proceedings of each of its meetings for the benefit of the non-EBA member boating community.
