The paper by the International Sailing Federation (ISAF) and the International Association of Institutes of Navigation (IAIN) submitted in response to the Italian proposal for a review of the COLREGs regarding the right of way of vessels over pleasure craft is now available. Whilst supporting any practical initiative to help prevent accidents at sea, the authors strongly recommend that the case set out by Italy does not justify the suggested changes to COLREGs and could cause confusion and a reduction in safety.
